Silence during Transfer

I am having a problem with Silence everytime my call manager server transfers to my unity server, it happens when I dial VM from an IP Phone, and it happens when someone trys to call in from the outside there is about 8-15 seconds of silence before unity picks up.

I am running this in a lab on a Cisco AT-4 Gatway, I don't see anyway of configuring this device

any info would be appreciated
