The SCCP is a proprietary protocol developed by Cisco. They do not distribute the protocol specifications publicly from what I know. I've heard they are attempting to standardize it however. I would like a copy as well.
Altought SSP is a proprietary protocol, I have been told from a Cisco SE that you can obtain if you plan to develop something about it. There would be some legal paper to accept. Ask you SE.
