some problem about agents hold the call

I meet a problem when agent hold the call: when the agent hold a call,the customer hear the waitting music(that's ok)but when the agent come back , press hold again, the customer still hear the waitting music , but agent can hear what the customer say. why?????????

ICM 4.6.2+sr2 ,IPIVR 3.0(3a +spa) , CallManager 3.3(spc)
