You can add another dial-peer for SRST use with the incoming-called number command on it. Make it a lower dial-peer tag value and also put 'application mgcpapp' on it. You may need to remove some existing dialpeers and/or reboot to get the dial-peers in the right order also.
The dial-peer you have is created by the config download so is getting some stuff defaulted, so doing a dialpeer without a tag value that falls in MGCP created range should fix it, and you should be able to keep the ccm-manager config commands.
I tried adding a 2nd dial peer but fall back did not work properly. SRST works fine when we initiate a fall back by brining the circuit down. However, if we initiated a power failure or reload the router when you call it rings once then goes to fast busy. The only thing I didn't add to the 2nd dail peer was the "application mgcpapp" see below:
