SRSt over multiple VG200 gateways at a remote site

Could someone please help me with some configuration assistance. I know how to configure SRSt on a router that is loaded with voice cards no problem. I can make and receive call just fine that way. However, at a remote site, we have 1 router and 3 Vg200 gateways. The Vg's have the FXO voice cards in it, the router does NOT have any voice cards. When I pull the T1 line to force Fallback, I cannot get any calls to route out the VG200 gateways PSTN trunks. I've tried about every combination of dial peers I could think of. On each side, the router and the gateways. I also turned debug on. The gateway(s), never even see the attempted call. Can someone please tell me if this scenario is supported??? I only see configuration on Cisco's website for the voice cards in the router method. I really need to get this to work for the VG200's though.
