I have enable everone on my system to be able to set and use the alternate greeting. No one has yet setup their alternate greetings but the Unity system keeps defaulting to the alternate greeting instead of the standard greeting. Is there some where that this setting could be revirsed?

Yes, you can use the BulkEdit Utility to disable everyones Alternate Greeting.

Chris is right, but just to be clear... by enabling the alternate greeting the behavior you note is expected. Alternate greetings, when enabled, over ride all other greetings. You don't need to enable them to give user's access to them over the phone - they can turn it on/off on their own all the time.
