Static on Outbound IP Phone Calls

Since we upgraded the IOS to 12.2(7) on the 2600 router, any calls made externally have a significant amount of comfort noise, as if on a speakerphone or cell phone. vad and comfort noise are disabled on the router. The configs on the router are still the same as before, although we are using an ehanced NM-HDV 24 port module now. Tried calls from softphones and they have no comfort noise. Any ideas on how to lessen the comfort noise?

check the output attenuation. This might need to be increased (reducing the level). This will also effect the voice level from the PSTN, so be sure to test well.
