we had the same problem over the weekend. it is most likely a hardware problems with your DSP modules inside the router. take out the modules until you find the faulty one(s) and either remove it, so it doesn't take any calls, or replace it. this seemed to work on one router that was doing this, and we need to do it on a 3640 gw as well now.
actually, if you look at the full info in the error message, you should see something like, "chnl info(0,1,1)" - by using this you can find out which DSP if faulty. just add 1 to the 2nd number and it'll turn out that DSP 2 is the faulty sim!
