system unable to complete call

I have a routing rule setup to forward to a newly created callhandler. When testing, I am receiving "sorry this system is unable to complete your call". What is the easiest way to troubleshoot this? (i.e. trace, etc.)

Hello -

You can get this error message if you have not assigned either a subscriber or distribution list as a Message recipient for the Call Handler.
