Here is an option: create a "fast dial" as outlined in appendix A in the admin guide, setup the service, associate the same fast dial with all the phones that need access to the speed dial list. This was intended to be a one to one service but it seems to work fine amoung multiple phones. Limit is 99 per fast dial, but I don't see any reason you couldn't make one list per department to get around that if it is too restrictive. you can add up to 31 more DirectoryEntry's to make your shared list. drop this under a webshared directory. On callman add a new service pointing to this ?.xml with no parms. Subscribe all phones you want to see this list.
This requires some setup and maintenance but you can share any list between any phones you like.
