ten-second delay

During the first call to the Unity system after a period of inactivity, there is a ten-second delay between when Unity picks up the call and when the voice prompt begins. Subsequent calls do not experience the delay. Any ideas on what could be causing that?

Are you close to the machine running Unity? If yes, do you hear a lot of disk swapping when this is going on?
It is possible that the memory information for Unity is being written to the disk because of inactivity and when you call into Unity, the data is being swapped back.
Maybe you can turn on the performance data for memory as well as swapping.

I do see some disk swapping when this happens. Is there a way to prevent that from being swapped to the hard drive?

No there is not. What you could do is add more RAM to the server.
Also check if the server is set to go to sleep mode. You might want to stop that so that when a call comes in, Windows is not spending time waking up.
