I answered my own question. Looks like the other router has a bad fxs/did vic. Hooking up a buttset, taking off hook, you should hear the double click for the wink (if set to wink-start), then as the digits are dialed, they are collected and the call is routed. DTMF tones work. Remeber to do a debug vpm all to capture the details.
