tftp out of control

I have one machine which justs want to do TFTP all the time.

I have check the config

no tftp server configure

no snmp

no commands stating boot from tftp

I have erase the config

change the IOS

configure only the ip address info and I rcv the following messages

Try:

"no service config"

in configuration mode.
