The meaning of 9.x/10.x user licenses

I'm looking to install a new CUCM v10.x. The bulk of my experience is from CUCM 7/8. So, I'm used to thinking in DLUs and device-centric approaches.

I have a question about the user-centric licensing on the newer versions of CallManager. What constitutes a user? I've read that a user can have x number of devices. So does that mean that buying 100 user license allows us to register 100x devices, or are we capped at 100 end users configured? Will the warnings come at person #101, or at device 101x?
