the meaning of VoIP messages logged on radius?

i have a VoIP GW (cisco5300) configured to logg VoIP call related messages to a radius server, i am interested in particularly know the meaning of the following messages..

h323-disconnect-cause = "h323-disconnect-cause=1F"

h323-voice-quality = "h323-voice-quality=0"

what is the meaning of "h323-disconnect-cause=1F"

and "h323-voice-quality=0"

RADIUS Disconnect-Cause Attribute Values are listed here http://www.cisco.com/univercd/cc/td/doc/product/software/ios122/122cgcr/fsecur_c/fappendx/fradattr/scfrdat3.htm#xtocid1 but I couldn't find 1F. Interesting. Anyone know?

The voice-quality indicator is the ICPIF value (Calculated Planned Impairment Factor from ITU G.113) present in stop records. This statistical value is generated from the gateways measuring dropped packets, delay, and other quality factors; it is contained in the vendor-specific attribute (VSA) #31, with a value of 0 being the best.
