When listening the voice mail the user find that volume is up and down within the same message. This happens only to couple users and sporadically. The unity is basically setup for sales people in the other province who only have mail box in the unity server.Has any people experienced this problem?

You can verify the gain control settings in Unity, but you may want to also look at your gateways.

The voice volume up and down issue within the same message is limited to 3 or 4 users. The issue only occurs occasionally. Is this a bug? The gain control settings in Unity are OK.

In the cases where I have seen this the problem has been related to the gain settings and/or gateway configuration.
You haven't indicated what version of Unity you are using or the environment in which it is installed. What version of CallManager, what TSP, what type of gateways and what load (6608) or IOS? Are the fluctuations on messages, prompts or both? What are the commonalities for the affected users? Is it consistently the same users? Are they at the same site, is it a remote site, etc.?

You can search the Software Bug toolkit for this problem, but there don't appear to be any reported bugs.

Here is more info.
Unity is 3.15, CCM is 3.22c patch H. TSP is 6.01. Flutuation only on messages.
It happened for different users in different remote areas. They only have mailbox in unity no IP phones. Occationally happens.

All of the code you listed has been out for a while, so any bugs would have been reported. I had customers experience this problem randomly but those problems were corrected with gain control settings and 6608 gateway loads. Your best bet is to open a TAC case.
