Toll Bypass between Partitions

Is there a way to say that calls from Partition A to (910)555-1212 is in Parition B without have to go through the Route Pattern-> List -> Group.

In my case Partition A is in Atlanta and is trying to call their other office (Partition B) in Raleigh without sending the call out the Atlanta PSTN.

I can do workaounds at the H323 gateway level, but how about in CallManager ? Can I somehow have a exclusion say for 1 number ?
