Does anyone know of a way to setup Toll restriction by time of day. I want some phone to be able to dial local and long distance during 8-5, but after 5 only by able to dial local call. Also I need to setup local and long distance dial between 8-5, but no call after 5pm.

This sort of setup can be configured using a Cisco Unity 3.0 or 4.0. With this, you can configure Restriction Tables, with different dial patterns which you need to restrict for long distance or local or you want to allow for long distances. All this can be configured in the Restriction Tables. To learn its configuration and its administration please refer to:

So how did you do this? Did you make all outbound calls on the Call Manager go through Unity before getting to the gateway of choice? If so, I am interested in how that works and its ramifications on the voice-port usage. Thanks in advance.

Restriction tables are used in messaging only. The links provided above give examples. The type of toll restrictions as the original question posed are not possible through Unity 3 or 4.
Restriction tables are for the following:
-Transferring calls.
-Recording and playback by phone from Cisco Unity applications when the phone is the designated recording and playback device in the Media Master, or in the VCR-style player/recorder available in Lotus Notes with IBM Lotus Domino Unified Communications Services (DUCS) for Cisco Unity. (The Media Master is available in the Cisco Unity Administrator and the Cisco Unity Assistant.)
-Delivering faxes to a fax machine.
-Sending message notifications.
There are, most likely, third-party apps that can accomplish the task.
