Transfer call to directly into VM with ring phone with Unity 3.1.3

I have been attempting to transfer call into voicemail with have the phone to ring by hit "TFR -> extension plus #2 and it does not work with Unity 3.1.3. Please advise on how this fucntion can work

You must perform the following:

1. Press Transfer

2. Dial the extension of the Voicemail system

3. Wait for the system to answer

4. If you hear "Please enter your password" press "#" to reach the main auto attendant greeting.

5. Once at the main auto attendant greeting dial the desired extension plus #2
