transfer ephone -> FXO (FXO->FXO)

We would like the following works:

FXO -> ephone-dn xxxx (transfer) -> FXO

ephone-dn yyyy (call) -> ephone-dn xxxx (transfer) -> FXO

The following is written:

ephone-dn 16 dual-line

number yyyy

name Other

ephone-dn 17 dual-line

number хххх

name Other

ephone-dn 18 dual-line

number 2011

name Dmitry

ephone-dn 19 dual-line

number 2012

name Office

call-forward all 9x

ephone 2

mac-address 0016.7FA2.EEF5

type 7940

button 1:18

ephone 3

mac-address 0016.BDA2.AA34

type 7940

button 1:17

ephone 4

mac-address 0234.B567.A544

type 7940

button 1:16

where, x – city number, 9 - prefix of access to city telephone line so ideally it results FXO -> ephone-dn xxxx (transfer) -> ephone-dn (cfwdall) -> FXO

in configuration that I formulated the number 2012 works perfectly with the following cfwdall to FXO (ephone-dn ххxx (call) -> ephone-dn 19 (cfwdall) -> FXO) but that’s it … transfer does not work by any of the chains.

1. FXO -> ephone-dn 18 (transfer) -> ephone-dn 19 (cfwdall) -> FXO

2. ephone-dn xxxx (call) -> ephone-dn yyyy (transfer) -> ephone-dn 19 (cfwdall) -> FXO

The phone (7940) considers that there is one more outgoing call but not transfer.

How it can be realized otherwise? Or what should be done in order it works?

Thanks
