Transfer softkey not active CM 4.X

I have 3 different CM experiencing the same issue - CM version 4.0(2a)sr2a and 4.1(sr2) and 4.1.3sr1

Phones are 7912, 7940/60 and 7971

the transfer softkey says "NOT ACTIVE" when the user tries to use the softkey. I read about deleting the phone and re-adding it, this works sporadically and is not a viable solution for 200+ phones per CM.

what is the max line set to for these phones? How many calls are on active lines. You will need another line for transfering the call. If you max lines set to 1, you could never transfer. It must be atleast 2. If you have 2 calls active on the phone, you will need 3 lines on the phone to be able to transfer. The default is 4. If you are changing this, it could be the problem.
