Transferred user to busy phone options

With call manager 4.x and Unity Connection 1.21 can we transfer to a user and if they are on the phone be given the option to hold for the user or leave a voice mail? If so how do you set it up?

I think it is not possible in CCM 4.x, but we can do the same in CCM 6.x, but In CCM 4.x you can create CTI route point and translation pattern to directly hit the VM.
