I nailed down the problem, but I am not sure how do I get around with this issue. The problem is that the Customer Main Number is 713-807-9746, and I configured a Route Point to map the main number with the internal receptionist. DN "9746" is registered with the Call Manager, and it causing a Outside Dial Tone Problem.
Then create a Translation pattern 9746, and make sure that Provide Outside Dial Tone is checked, change the Called Party Transform Mask to the Internal Receptionist new number, and that should do the trick, dont forget to check partitions and CSS.
