Currently E&M h323 gateway sending calls to h323 gateway connected to PSTN. Need to send E&M calls to DT24+ connected to PSTN. Do I point E&M Gateway to Callmanager? Do I need to make E&M h323 gateway MGCP?

You don't need to use MGCP, H.323 is fine.
Point the E&M trunks to call manager and let call manager redirect them out of a port on the DT. The DT has to have call manager tell it what to do so if you point ht ecalls direct at the DT it will not understand them.
Call Manager must handle the calls.

So the calls sent to Callmanger would match the route patterns that point the DT24+, yes? If so, that is great.
