The MWI light will not turn off. I've checked the parameters settings in both Unity and Call Manager to make sure each of the values are set the same. The 'MessageWaitingOffDn'= 7999 and 'MessageWaitingOnDn'= 8000. Dialing 8000 turned the lights on, but I get a fast busy when I dial 7999 to try to turn the MWI lamp off.

I'm running CM 3.02(d), Unity Build 126.96.36.199 with AvTspCisco 188.8.131.52.

Any suggestions?

Are you using a 7??? Dial pattern anywhere else in the Call Manager system? ie: If you have a dial-pattern such as 7.@ which is pointing to a gateway, this will screw up your MWI. Try using 8001 instead.
