Two CCM Clusters One AD Account, Phone Association??

This is probably working as designed, but here is the issue. I have two callmanager clusters, both integrated into one AD Forest. If I try to associate a phone from both clusters with one user account the one cluster over writes the association from the other. In other words I can go in to cluster 1 and associate a phone to a user, then if I go into cluster 2 and associate a phone from that cluster with the same user, it replaces the association from cluster 1.

I too feel that is how it is intended to work. Would appreciate if someone confirms this!
