When g729r8 is configured on the voip dial peer that points to gateway that will terminate call on to PRI, the call fails. When codec is set to g711ulaw, the call completes.
Am I missing a command that would offer g729r8 as a possible codec on the gateway that has the PRI?

Do you have a Device Pool Associated with the Gateway?The device pool will connect it to a MTP resource.
Are you using a voice-class statement with the Dial-Peer i.e:
voice class codec 1
codec preference 1 g711ulaw
codec preference 2 g729r8
!
dial-peer voice 5 voip
destination-pattern 5....
voice-class codec 1
voice-class h323 1000
session target ipv4:X.X.X.X
dtmf-relay h245-alphanumeric

This arrangement is a 2610 with E&M Ports on originating end, A 3620 with NM-HDV and a PRI on the terminating end. It is IP between them...
A Callmanager is not involved in the problem, just gateway to gateway.
I have the voice class codec 1 with both codecs like you have. I have the g729r8 first and g711ulaw second. Is G.711 always perferrred when the matching POTS peer is a PRI?
debug cch323 shows G711 is preferred on the 3620 with PRI
