I have exported the Database from a 2X unity with dbexporter can I the 4X importer on that file to put in the new 4X unity server ?

sure... be sure to grab the latest version of the FulldBImport tool for 3.x and 4.x systems here:
http://www.ciscounitytools.com/App_full_import_export3x.htm
if you have a clean 4.0(1) install the import should go fine.
