I have Unity 3.1(5) and have some errors on the event viwer as follow:
1. The product Microsoft Exchange 2000 Server is out of licenses. Use License Manager from the Administrative Tools folder for more information on which users are out of compliance and how many licenses should be purchased.

Was this system installed as a component system (meaning you performed all of the software install yourself - Windows 2000, IE etc.) or baseline (all provided by Cisco/Cisco reseller)? My first thought is that when the software (Win2K and Exchange) were installed, the licensing mode chosen was per server, instead of per seat. In the server mode, Microsoft imposes a connection limit. Here are a couple of Microsoft links for you.
