I think you might need to get an Engineering Special (Hot Fix) for that service to make sure it starts and stops readily. When I get into the office, I'll search around and probably point you to TAC for it.
The updated version of the Schedule Restart tool _should_ take that service out even if it doesn't want to shut down nicely - if you run into trouble you can schedule _two_ restarts, say, 15 minutes appart to make sure it goes down and comes back up.
