Unity 4.0.1 can't access Ciscopca

We've installed Unity 4.0.1, and are unable to access Ciscopca, we get an error that the page cannot be displayed. I checked the file".nbattrs" and it looks correct, and the Tomcat service is running. I copied the directory cscoserv from the dvd to the hard drive, double checked the file ".nbattrs" and reinstalled from the directory, still getting page cannot be displayed error. Any other thoughts on what we can try?

I ran through the permissions wizard after the reinstall of the CiscoPCA, and the site now comes up.
