Unity 4.0(3) - Wave Off Tone Messages

Running Unity 4.0(3), serial PBXLink integration with Avaya G3R.

Some subscribers are getting periodic 14-second long messages consisting entirely of the "wave off" error tone.

This happens (only sometimes) when a caller dials the subscriber's number, the call covers to Voice Mail, and the caller hangs up without leaving a message.

Is anyone aware of a setting that will allow me to cause these abandoned calls to fail to leave a message?

I would start by giving this doc a read:

It's long it should have everything you need to correct it.
