Unity 4.0.4/Nortel Integration

Working on a Nortel integration with Unity using a intel Dialogic D/120JCT. As soon as I plugin the analog line they go off hook. If I connect a phone I can make a call. I tried changing SW1 settings.. no luck Do I have a bad card ? Its the only card so SW100 is set to "0"

After rebooting Unity , systemlog tells me that Dialogic system service has started and I don't see any errors..
