Were these users subscribers in the past (i.e. on a box you removed from the system)? If so, they may still be "stamped" as subscribers and Unity wont allow them to be imported as a result.
If you open Global Subscriber Manager (which you'll find in the Administration section of the Tools Depot on your desktop) and select to import, it should show you all the users when you navigate to the correct AD container - if the user's you are trying to import are already "stamped" as subhscribers, it'll give you the option of cleaning the custom properties off of them so you can import them again if you need to.
