Unity/Exchange messaging issue with new users only

I have a client that has Unity UM with an Exchange cluster. Unity is on version 4.0(3)SR1 and the Exchanage servers are Win2K SP3. Recently, if you create a new user in AD and import into Unity, all messages are not being delivered, nor does MWI function. Also, voice messages cannot be retrieved via the phone. Email to the new accounts do work, but voice messages are not being delivered. All other current users are operating as normal and are not having issues. It's only new users. Has anyone seen this before or have advise for Micro/Macro traces to run and what to look for possibly.

Please post the application and system event logs from the unity and exchange server. Please right-click on Application, select "Save Log File As", make sure the save-as type is CSV. Repeat for System.
