We are trying to transfer a caller directly to VM via typing "733"(phantom ext that directs call to Unity Greeting) + 00264 (users ext.) #2. When we do this, Unity is saying that it is not a valid entry, when there is a subscriber setup with 00264 as their ext. Any ideas?

Who's doing the transfer? A subscriber, or a non-subscriber? If it is a subscriber, when that call hits Unity, it looks like a direct call to Unity and it is wanting their password. It's easy to bust out of that, just dial "#" first.
