Unity Peformance Poor after CM bounces

We have a customer who experiences extremely slow response with Unity after any one of their Call Managers (set in cluster) bounce, hiccup or have a brief interruption (what ever term you would like to use).

For corrective action the client has to reboot the Unity server.

Devices:

Call Manager 3.3 / 4 7835H servers in cluster

Unity 4.0 on Exchange

What might the issue be?

UM or VM? What version TSP?

What about using VM or UM or the version of TSP affect performance in the case I described?

By slow performance do you mean for example when the messages button is pressed it takes a while for unity to start speaking.

I can't think of why the system would be slow, i would check event viewer for error messages if there are any, maybe run task mgr when the unity is struggling to see which process is hogging CPU.
