If you reply over the telephone, the wav file will not be saved in the sent items folder. This is because for non-unified systems, there would be no way to clear out the folder and eventually you would reach snd/rcv limits. It is also a convention to save on disk space for the message store.
If you reply using ViewMail for Outlook, you can choose whether or not the WAV file is stored in Sent Items. The option is in Tools->ViewMail Options, uncheck the box for "Keep only Header in Sent Items" and it will retain the wav file.
