Unity/ccm in central office. IP phone in remote office. If WAN goes down, will SRST take over for voice message access?

No, SRST will allow the phone at the remote site to contact other phones at the remote site and for PSTN access.

But my colleague says the latest SRST is able to let user access vmail when WAN goes down. Personally I don't know how it'll work, is this possible ?

The way the original questioned was asked, made it sound like you wanted to know if the SRST router handled voice mail.
If you have a PTSN connection that allows calls from the SRST site to the site that contains Unity, then sure, those callers could reach Unity. Whether these calls wil be integrated or not is going to depend upon the PTSN connection method that is used at each site. It really doesn't have anyhting to do with Unity. Unity knows nothing about SRST.
