Unity Subscribers or Call Handlers will not transfer to external number

Unity 4.0.2 integrated with CCM 3.3.2. Unity will not transfer a call to PSTN. Dialing is 9 plus 7 digits. This number dials okay in CCM. I can transfer calls to any IP Phone extensions. I can also transfer to a translation pattern then remap to the external number.

Any tricks here?

Are the Unity ports which can't dial out using the same Calling Search Space as the phones which can? If you change the Calling Search Space for the Unity ports you need to restart Unity.
