From the Auto Attendant, Unity returns a message that the extension is busy while trying to call an extension on CM 3.2, whether internal or external. It then forwards the caller directly to the extensions voicemail.
Verify that you have selected "Yes, ring subscriber's extension:" under Call Transfer>Transfer incoming calls to subscriber's phone on your subscribers. I believe that the default is "No (send directly to subscriber's greeting)".
Also, make sure that this selected in your Subscriber Templates as well.
