Unregistered phones and dial peers in CCME 4.0

Does anyone know of a way to stop CCME creating VOIP dial peers for ephone-dn's associated with ephones which are not registered? I have a need to forward calls recieved on a E1 across to an alternate router via a voip dialpeer under normal circumstances, but in the even of failure of the remote ccme phones will register with this second ccme and calls should be delivered locally.

The call flow works fine until I create the ephones on this secondary router. Once I do that, ccme creates the associated voip dial peer for the ephone-dn and due to the more significant match it attempts to deliver the call to a locally configured ephone that is not registered rather than forwarding the call to the primary router.
