Hopefully you have CCMadmin access... because you need to have a user defined in ccmadmin that has a Device association with the device you are trying to send an IP phone command to.

There is no default, and there is no bulk administration of this username for the IP Phone XML services that I know of, and according to other threads in this forum, that anyone knows of. So, for instance, you could associate a bunch of devices with teh same user if you are trying to use such services with some large number of phones.
