The issue we are having is having multiple users associated with a single phone. I am in a developer group using AXL to query Call Managers, but the folks that configure the Call Managers are in a separate organization. How can multiple users be associated with a single phone in Call Manager?
As a follow on is there a way in AXL to tell if a phone is registered or not?
Is there a way in AXL to distinguish an actual Call in progress for a Call appearance?

If it's configured like that.. the question doesn't make a lot of sense if posed like that. The user - device association is a means to allow certain users to supervise and control phones via CTI. It is done for IPCC Express, or if an application needs to monitor one or multiple phones. So if you have an app that needs to monitor all incoming or outgoing call, you're going to create a single user that has all devices associated to it. That doesn't mean this user will use the phones though.. that's a whole different ballgame, and it is configured at a different place as well (in the phone... user - device associations are configured in the users).
Your question regarding the registration makes me wonder just how much you've read of the developer's guides.. if you do read the guide, it'll tell you about devicelistx (ccm 4.x) and serviceability (ccm 5.x).. the latter being axl (but axl serviceability), the former being a simple webpage.
What is a call appearance?
If you want to know about dynamic phone states, like calls on the phone, CTI is the way to go. AXL is a configuration API, and thus pretty much static (except the command to request a phone reboot), CTI is dynamic.
