User will not show up in Attendant Console

I have a user that will not show up in AC I have his location set just like the others and his phone associated with his account and his end user account looks ok, I also stopped and started the AC services, I am running CM 6. What can I be missing?

Can you verify that the user's Telephone Number is populated?  In addition, make sure the entry does not start with # or ; - entries without a telephone number and/or that contain comment marks (noted above) are ignored.

You've restarted AC so that would cover all the basics and we can try to go from there.
