VG200 to VG200 connected to Westell questions

I have a setup where I have phones at one location connected to FXS ports on a VG200. They are calling a Westell phone bridge that is also connected to a VG200 via FXS ports. The call is accepted by the Westell box and is put on hold when the operator hits the access button to pick up the call. The music on hold is played. When the operator goes to connect the call to the conference the call is disconnected with a fast busy. Any ideas.
