vg200 with mgcp and ccm - analog line out of service

Hi, i have a vg200 with mgcp and 8 analog line connectd to pstn, every thing work perfect, but when my telco provider cut any line by out of pay, my ip'phones try call to pstn choose in a line out of service,... my question is how i can configure the vg200 or ccm to sense the tone and choose the correct line to do the call.
