VG224 - handsets not staying off-hook

Hi,

I am currently trying to figure out how to get a VG224 up and running with CCM 4.1(3).

It is registering with CCM, but when picking up the handset, it seems to be doing something weird and i hear a clicking type sound constantly.. eventually after the timout period i hear the normal "your call cannot be completed as dialed" message.

The relevent config is:

Also when calling the extension number associated with the voice-port, the telephone does not ring.
