We've run into a few systems where, for whatever reason, the registration of the AVResLoaderSvrSl.DLL file failes on the client machine during setup. If that DLL doesn't get registered properly, the rest of the install wont go through since it pulls it's resource strings from here (for localized installs in various languages).
Try copying the AVResLoaderSvrSL.DLL file off the CD onto the client machine (anywhere is fine) and run "RegSvr32 AVResLoaderSvrSL.DLL" from the command line. You'll find the file on the CD under the ViewMail\SharedSystemFiles directory. If that works, retry the VMO setup.
Let me know if this works for you... any information on tracking this down would be helpful. We are unsure why this fails for some boxes out there, but not others... it doesn't appear to be OS version specific or have anything to do with which version of Outlook is on the box or the like. We're still investigating.

The below trick might come handy when you have to add a new node to a cluster but you don't have or is unsure of the security password for the publisher. This procedure has been around for ages.
1) Login into the CLI of the Publisher.
