can we set up voice mail forward to an external number instead of internal number? It seems this is not controlled by restriction table. Thanks

Not entirely sure what you're asking...
the restriction tables don't restrict subscribers from forwarding mail to any other subscriber by ID. The restriction tables are used only to limit which numbers can be used to transfer calls, dial for message delivery and dial for fax delivery.
Any Id in the Unity directory (call handler, subscriber) can be used to forward calls to and to forward messages to.

Thanks. Jeff. We are currently providing security protection to the unity to our customer in order to avoid people using Unity to reroute call for long distance. Is there a chance when user sign in his mail box and do a message forwarding to a long distance voice message box?I did a test now it only can forward mail to internal phones by signing in mail box. In this case it seems no problem . But is there a way people can change it and make it forward message to long distance call after signing his mail box. Here assumes everthing happens after user sign in the mail box.

I'm quite confused by what you're asking... you don't forward messages to a phone number... you forward messages to other mail users in the system. There is no "long distance" involved here...
